Commercial rights should not disappear into PDFs.
A supplier agreement promises rebates, price ceilings and credits. PactMeter finds those rights, watches your records for the events that activate them, proves the amount, and carries it toward a recovery you can verify.
Files are read in memory and deleted after the scan. No customer has recovered money through this product yet; the example on this page is synthetic.

The problem
The money is promised on one page and earned in another system.
A rebate, a price ceiling or a service credit is a conditional sentence. The condition is met somewhere else, later, and the right lapses if nobody notices.
The promise
Page 2: a 2% rebate once quarterly spend passes ₹10,00,000.
Read once, by whoever signed it.
The event
Spend passes ₹10,00,000 across 8 invoices, in a system that has never read the clause.
Nobody is comparing the two.
The deadline
Sixty days after the quarter ends, the right is forfeited.
Nobody is counting.
The same is true of price ceilings you may not be billed above, service credits owed when uptime falls short, and refund rights with a filing window. PactMeter starts with overbilled prices and unpaid rebates.
How PactMeter works
Follow one number from a sentence to a recovery.
One real opportunity, computed by the engine on synthetic data. Scroll: the stage in view is marked on the rail.
01 · Agreement
It starts as a sentence on page 2 of a contract.
“Supplier shall pay Buyer a rebate of 2% of all Qualifying Spend in a Rebate Quarter, provided that Qualifying Spend in that Rebate Quarter exceeds ₹10,00,000. Each Rebate Quarter is a consecutive three-month period beginning on the Effective Date. Buyer must claim the rebate in writing within 60 days after the end of the Rebate Quarter, failing which the rebate is forfeited.”
MASTER SUPPLY AND SERVICE AGREEMENT · page 2 · 3. Volume RebateLocated verbatim in the source 02 · Right
PactMeter reads it as a commercial right, with the conditions written down.
Volume rebate
- 2% rebate on all qualifying spend in a contract quarter.
- Applies when spend exceeds ₹10,00,000 in the period.
- Qualifying categories: Fasteners, Fixings.
- Claim within 60 days after the period ends.
Where a clause is unclear, PactMeter does not guess: it marks the right for a person to read.
03 · Event
Then something happens in your records.
Threshold ₹10,00,000Spend ₹12,19,000₹2,19,000 beyond the line8 invoice rows from Kestrel Fasteners Pvt Ltd in one rebate quarter add up to the spend above. 7 more rows were examined and left out, each with its reason: duplicates, other suppliers, other currencies, categories the clause does not cover.
04 · Delta
The gap between the agreement and the records is the number.

- Agreement: holds. Contract clause located in source
- Records: holds. Source records identified
- Final: holds. Inputs are final and consistent
- Calculation: holds. Calculation reproduces from its inputs
- Reading: holds. Contract interpretation is unambiguous
- The clause is quoted from page 2 and located word for word in the source file.
- Each of the 8 rows is named by file and row number.
- The amount is integer arithmetic, replayed from its stored inputs and recomputed by a second, independent evaluator. A language model never touches it.

07 · Outcome
Only a recorded outcome is money, and it says how it was verified.

Promised
₹0
No promise recorded.
Recovered
₹0
Money is recovered only when an outcome is recorded.
Claimed is not promised, and promised is not recovered. A recovery is verified when a credit note in your own uploaded records matches it, and only attested when a person reports it. Fees, where they apply, accrue on verified recoveries only.

Evidence
A number is only as good as its weakest link.
Every opportunity is checked on five links, from the wording of the clause to whether the calculation reproduces. PactMeter shows where a chain holds and where it stops.

What PactMeter automates
The machine does the reading and the arithmetic. You keep every decision that touches a supplier.
Autonomy is a policy you own, off by default: a readiness threshold, per-supplier rules and a kill switch. Even at its highest setting, PactMeter never sends anything; a person sends each claim and records it.
Trust and limits
What has been measured, and what has not.
PactMeter is at a pilot stage. This is the plain list.
Measured
- The arithmetic is integer, and two independently written evaluators agree on 8,000 of 8,000 random ledgers.
- Potential, verified, approved, submitted and recovered value are kept as separate numbers, and the database refuses to bill anything that is not a verified recovery.
- Extraction never invents: on every evaluation set it has produced no right that is not in the document.
Not proven yet
- No customer has recovered money through PactMeter. Every amount on this site is synthetic.
- Extraction is measured on synthetic documents only, and misses unfamiliar wording. A person can review any reading.
- Nothing is sent for you; there are no finance-system integrations yet; currencies are not converted.
- Results rest on the agreement and records you provide. They are not legal or accounting advice.
